China Oil & Gas 2025 ESG Report: Scope-2 Emissions Down 34%, HSE Training Hours Up 60%

China Oil & Gas has released its Environmental, Social and Governance Report for the twelve months ended 31 December 2025, detailing progress on climate targets, supply-chain governance and workforce development.

• Emissions and Energy Scope-2 greenhouse-gas emissions fell to 16,917.50 tCO₂e, a 34.62% year-on-year reduction, while Scope-1 emissions eased to 18,398.03 tCO₂e. Direct and indirect energy consumption totalled 78,829.51 MWh, down 10.34% from 2024. The company’s downstream natural-gas operations in the PRC sold 4.27 billion m³ of gas, helping to displace an estimated 5.67 million tonnes of coal and avoid 20.80 million tonnes of CO₂.

• Methane & Process Improvements LNG plants now capture flash-gas for reinjection into city networks, lowering methane releases. In Canada, well-site electrification and compressor upgrades trimmed VOC and NOx intensities despite higher drilling activity.

• Climate Targets & Financing Under its sustainability-linked loan arranged in 2023, China Oil & Gas committed to annual 15% increases in health, safety and environmental (HSE) training hours from a 2022 baseline. Training hours reached 293,332 in 2025, up 60% on the baseline. The company continues to evaluate long-term decarbonisation pathways for its PRC downstream and Canadian upstream assets.

• Safety Performance Safety management personnel across all subsidiaries maintained a 100% certification rate. No Level B or higher production-safety incidents occurred during the year. Occupational injuries involved 12 employees, resulting in 1,050 lost workdays; there were no work-related fatalities for the third consecutive year.

• Supply-Chain Oversight The group managed 760 suppliers—188 in the PRC and 572 in Canada—under a stringent qualification system that incorporates ISO 14001, ISO 9001 and anti-corruption requirements. All suppliers were covered by the company’s environmental and social risk-control protocols.

• Workforce Development Headcount stood at 4,648, with women representing 33.65% of employees. Overall turnover was 10.31%. Nearly the entire workforce (99.72%) received training during the year, averaging 335.88 hours per employee; senior management averaged 325.13 hours.

• Community & Recognition Corporate citizenship efforts included HKD 1.10 million in emergency relief donations and more than 475 volunteer hours in Canada. The group earned the Hong Kong Quality Assurance Agency’s “Green and Sustainable Contribution Award” and the Federation of Hong Kong Industries’ “Outstanding Environmental Enterprise” certificate.

China Oil & Gas stated that it will continue to embed climate resilience, green operations and stakeholder engagement at the core of its medium- and long-term strategy as it pursues national dual-carbon goals and international sustainability standards.
