At a State Council Information Office press conference on August 26th, themed around the "15th Five-Year Plan" series, the Ministry of Industry and Information Technology (MIIT) revealed that since the start of the "14th Five-Year Plan" period, global cumulative downloads of China's AI open-source large models have surpassed 10 billion times. Looking ahead to the "15th Five-Year Plan," the ministry stated its intent to capitalize on this momentum by harnessing next-generation information technologies, with artificial intelligence at the forefront.

Liu Yulin, Director of the MIIT's Information and Communication Development Department, detailed three primary strategic directions. The first is to "strengthen supply." This involves boosting R&D investment, innovating organizational methods, and concentrating efforts on overcoming a set of key technical hurdles. A key initiative is the implementation of an industrial data foundation campaign, designed to transform the tacit knowledge of veteran workers, the know-how of production lines, and the intricacies of quality inspection into actionable data assets. The ministry will also deepen the "AI + Software" initiative, supporting the intelligent upgrade of foundational and industrial software. This includes developing intelligent programming tools and industrial AI agents to deliver superior products and services to the public.

The second focus is on "promoting application." The ministry encourages industries across the board to boldly open up application scenarios, allowing various software and intelligent agents to undergo continuous optimization in real-world environments. To support this, efforts will be made to ensure robust application services by encouraging enterprises to cultivate professional service teams, thereby shifting the societal mindset from merely "using software" to "enjoying services."

The third direction centers on "cultivating the ecosystem." The MIIT plans to vigorously advance the open-source ecosystem by incubating a number of vibrant open-source projects, with sustained emphasis on the AI sector to broaden access to the benefits of open-source technology. Furthermore, the ministry will strengthen the training of open-source talent to increase the number of people who "understand, use, and contribute to open source," fostering a collaborative and sharing-oriented atmosphere. This strategy aims to create a more flexible and welcoming development environment for entrepreneurs and developers alike.
