Longgang District Unveils a Fresh Strategy for the AI Era

As next-generation artificial intelligence rapidly evolves, it has become a key engine for future industries and high-quality development. With the global AI wave gaining momentum, how can a single urban district seize the opportunity? Shenzhen's Longgang District has answered this question with a resolute "All in AI" approach.

Dual-Driven Approach: AI Industrialization and Industry AI-ization

Amid the flourishing AI wave, Longgang District has taken a pioneering step. In 2025, it was the first to propose an "All in AI" strategy, offering a unique response to the AI era. "We are integrating all district-wide resources and pooling everyone's efforts, committing all people, finances, materials, and tasks to AI. We aim to advance AI and robotics development with the scale, scope, and depth of an entire district," said Yu Xiquan, Secretary of the Longgang District Committee.

The strategy is driven by two main pillars: AI Industrialization and Industry AI-ization. To strengthen AI industrialization, Longgang is building a robust AI industry chain ecosystem. Beyond established leaders like Huawei and Intellifusion, two of the "Six AI Dragons" focused on large model development have already set up operations in Longgang. Zhipu AI, known as the "world's first major AI model stock," has established its South China headquarters here, while Moonshot AI, the developer of Kimi, has registered a subsidiary in the district. To date, Longgang has attracted over 800 AI companies and more than 13,000 robotics firms, forming a complete industrial chain from chips and algorithms to application scenarios.

To deepen Industry AI-ization, Longgang leverages AI to empower traditional manufacturing through smart transformation and digital upgrades. In July of this year, the Open Industry open community was launched in Longgang. This community builds three core sectors: an industrial ontology knowledge graph center, an industrial AI application center, and an industrial AI talent center. It uses an industrial AI agent corps to drive the transformation and upgrade of over 30,000 industrial enterprises in the district.

"On one hand, Longgang is a major industrial and manufacturing hub in Shenzhen. Its strong manufacturing foundation shortens the path from technology R&D to practical application for AI and robotics, accelerating transformation. On the other hand, AI is a strategic technology for the future. We will use AI to reshape production relations, enhance new quality productive forces, and empower Longgang's high-quality development," explained Zhao Bingbing, Director of the Longgang District Artificial Intelligence (Robotics) Administration.

Unfolding a New Vision for AI-Powered Urban Life

AI's transformative power in Longgang extends beyond factories, deeply embedding itself into the city's very fabric. The technology is set to revolutionize individual work patterns. Longgang has specifically proposed fostering a new business model of One-Person Companies (OPCs) and is accelerating the development of OPC innovation communities. This initiative aims to empower young people to become highly productive units by leveraging AI. Zhao Bingbing noted that the district has already established 54 OPC communities, offering over 170,000 square meters of preferential industrial space.

AI is also enhancing urban governance efficiency. At the second Longgang District AI and Robotics Development Conference in late May, a suite of seven "Long Dazi" AI products was unveiled, including "Long Xiao'er", "Long Laoshi", and "Long Feishou". These AI tools are designed to integrate AI into citizens' daily lives, making services more convenient. "The combination of 'Long Feishou' and 'Long Xiao'er' creates an air-ground collaborative model, pairing an 'aerial hawk-eye' with a 'ground-based butler,'" said Li Yuezheng, Party Secretary and Director of the Longgang District Government Services and Data Administration. "This closed loop of 'perception, decision-making, execution, and evolution' is transforming Longgang from a 'digital brain' into a truly thinking smart city."

As Longgang opens its entire district as a "super laboratory" for testing and validating cutting-edge technologies, the blueprint for a "benchmark AI city district" is becoming clearer. On the Longgang District Robot Avenue in Bantian Street, the world's first AI 6S store is located. Using a unique "front shop, back factory" model, the store not only offers immersive AI experiences for consumers but also serves as a platform to accelerate the full commercialization of AI, helping entrepreneurs "walk in with an idea and walk out with a product."

"To date, the store has served over 300,000 customers, including more than 30,000 international visitors, and has secured over 100 million yuan in intended orders. It has become a core window for showcasing and gathering the AI industry," a store representative stated. Along the street, several AI-themed pavilions cover diverse scenarios like law, policing, education, and healthcare. The FaDafu Legal Robot Experience Center showcases the prototype of a "future law firm" with AI lawyers and digital human holographic projections. In August, the Smart Health Hub launched a new "mobility robot + accessible vehicle" to address the "last mile" of travel for the elderly. At the Huawei Harmony Smart Home, AI voice-controlled whole-house intelligence vividly illustrates the future of a "thinking house."

This street, less than 110 meters long, encapsulates a microcosm of how AI empowers production and daily life in Longgang, reflecting a future ecosystem of harmonious human-machine coexistence. By July 2026, Longgang had identified 901 scenario opportunities, released 793 "City+AI" application scenario lists, organized 713 matchmaking events to help businesses find application scenarios, and successfully implemented 354 scenario projects, facilitating over 5.5 billion yuan in business cooperation.

Advancing Towards a Full-Scene, All-Time AI Application Demonstration Zone

It took just over a year for the "All in AI" strategy to evolve from a slogan into tangible, visible, and accessible applications. Riding the wave of AI, "Longgang Speed" is driven by a comprehensive policy mix combining top-level design, full-factor support, and ecosystem openness.

In terms of institutional innovation, Longgang has consistently been a pioneer. In May 2025, it established the nation's first government-affiliated agency for AI and robotics, the Longgang District Artificial Intelligence (Robotics) Administration. This agency consolidates all functions of the AI industry chain, including planning, investment promotion, and scenario promotion, effectively addressing issues of fragmented management and poor coordination.

On core factors, Longgang provides comprehensive support for industrial development. Computing power is a key production factor in the AI era. To improve the accessibility of computing resources and provide cost advantages for enterprises, Longgang has tackled the issue through affordable computing power and data supply. It has built nearly 20,000 P of local intelligent computing capacity and can dispatch over 50,000 P of social computing power, offering computing power subsidies to eligible companies.

Business growth also relies on financial support. Longgang has established a funding guarantee system covering the entire lifecycle of an enterprise. For the AI sector specifically, the district has set up five industrial funds totaling 5.14 billion yuan, covering the entire chain from seed and angel stages to M&A. Additionally, Longgang has innovatively introduced a "Science and Technology Chapter" mechanism, allocating 10% of the budget for government-invested projects as "Science and Technology Chapter" funds. This opens up opportunities for enterprises' new products and technologies, solving project pain points while providing real orders and application scenarios.

In terms of ecosystem openness, Longgang continues to expand industrial space and open up demand scenarios. The district is building a high-standard industrial infrastructure, the Global Smart Hardware Valley (AI Hub), aiming to create a leading domestic and world-class intelligent hardware ecosystem. In the future, this AI Hub will gradually form a "full-cycle" innovation ecosystem, providing professional platforms for prototyping, testing, pilot production, and mass production throughout the entire innovation process, enabling companies to "enter with a concept and exit with a product."
