Xinhua Finance reported from Beijing on October 10 that the Beijing Municipal People's Government released the "Beijing Plan for Deepening the Construction of an International Consumption Center City During the 15th Five-Year Plan Period" (hereinafter referred to as the Plan), aimed at expanding domestic demand, boosting consumption, and deepening the construction of an international consumption center city.

The Plan proposes that by 2030, consumption's foundational role in the capital's economic development will be more solid, the supply of service consumption will be improved in quality and expanded in volume, the level of goods consumption will steadily rise, new business formats, new models, and new scenarios will continue to emerge, the spatial layout of consumption will be more complete, and the consumption environment will be continuously optimized. Beijing will lead and serve as an example in international visibility, consumption prosperity, commercial activity, accessibility, and consumption comfort, and will be built into an international consumption highland that showcases the style of a major country's capital.

By 2035, Beijing's ability to attract and drive the global consumer market, allocate resources, and lead innovation will continue to strengthen. The global influence, competitiveness, and reputation of Beijing as an international consumption center city will continuously improve, making it an important window for China's high-level opening-up and high-quality development.

In terms of upgrading lifestyle service consumption, the Plan proposes building an international culinary highland. It calls for deepening the construction of an international food capital and building a modern catering industry development matrix that is globally converged, locally empowered, and quality-upgraded. It aims to create an open and diverse international catering consumption ecosystem and attract high-quality global brands to gather. It also seeks to enhance the competitiveness of the local catering industry, promote the inheritance and innovative development of Beijing cuisine, cultivate distinctive small catering shops, and promote local catering culture. It plans to cultivate a distinctive IP matrix with national influence and urban recognition, and continue to build benchmark activities such as the Beijing International Food Festival. It also calls for deepening the "Clean Plate Campaign" and fostering a new trend of simple, healthy, green, and low-carbon catering development.

In terms of extending the automobile consumption chain, the Plan proposes increasing efforts to promote new energy vehicles. It calls for further improving the second-hand car circulation system, promoting convenient transactions of second-hand cars, and driving the standardized and scaled development of the trading market. It also aims to optimize the supply of services such as maintenance and insurance, and orderly develop automobile aftermarket consumption including car modification, leasing, events, and RV camping. It calls for accelerating the pilot reform of automobile circulation and consumption and cultivating new growth drivers in automobile consumption.

In terms of innovating digital consumption, the Plan proposes deeply advancing "AI + consumption." It calls for expanding digital product consumption and increasing the effective supply of new-generation intelligent terminal products such as AI mobile phones and computers, smart wearables, and intelligent robots. It also aims to innovate digital content consumption, encourage the use of AI technology to assist in the creation of drama, music, dance, art, and immersive experiences, launch more high-quality digital cultural and museum products, and increase the supply of ultra-high-definition content for radio, television, and online audiovisual services. It calls for creating new scenarios for digital consumption, accelerating the integration of digital intelligence technology with consumption scenarios, promoting the integrated application of AI, virtual reality, ultra-high-definition, and other technologies in commerce, education, healthcare, culture, tourism, sports, and other fields, and creating smart business districts and smart stores. It also aims to expand digital consumption channels, support the digital marketing of physical commercial enterprises, and guide the standardized and healthy development of instant retail and livestream e-commerce.

In terms of optimizing new supply for housing consumption, the Plan proposes continuously promoting the construction of safe, comfortable, green, and smart "good houses." It calls for guiding the development of prefabricated decoration and whole-house smart IoT, encouraging the provision of products and services such as housing renovation design, customized turnkey decoration, and smart home appliances, and driving consumption across the entire home appliance and furniture chain. It also aims to actively build housing rental management brands and give play to the role of standardized and diversified rental market entities. It encourages the construction of smart communities. It calls for exploring the "property + life" service model and encouraging expansion into areas such as elderly care, childcare, domestic services, culture, and health.
