Ningxia Provides 200,000 In-Home Care Services for 22,000 Economically Disadvantaged Disabled Seniors

Ningxia has precisely delivered 200,000 in-home care services, including daily living assistance, to 22,000 economically disadvantaged disabled seniors in recent years, achieving full coverage for those in need, as revealed at a press conference held by the Ningxia Hui Autonomous Region Government Information Office on August 13 in Yinchuan.

County-level elderly care service institutions in Ningxia have achieved a 100% coverage rate. To further improve the elderly care service system, funds totaling 46.75 million yuan have been allocated to support the construction of 12 new or renovated township-level comprehensive elderly care service centers and 19 rural community dining tables. This will boost the coverage rate of township-level comprehensive elderly care centers to 68%, fully meeting the needs of seniors for accessible and convenient care services close to their homes.

Ningxia ensures the monthly and standardized distribution of old-age allowances to 79,000 seniors. It has established a service model that combines community-level meal assistance platforms with social organization participation and smart, convenient operations, supported by diverse social resources for extended services. This "service delivery to the home" approach supports "aging in place without leaving home." The region is steadily advancing the reform of public elderly care institutions, introducing 33 specialized institutions operated by professional elderly care enterprises and social organizations, ensuring that "professionals handle professional matters."

Ningxia is promoting the professional certification of elderly care service workers and the skill accreditation of nursing staff, with regular vocational skill competitions. The annual training rate for nursing staff in elderly care institutions has reached 100%, with a certification rate of 67%. The region is deepening the development of digital civil affairs, upgrading the smart elderly care system, and launching 17 business application scenarios, such as one-click application for welfare subsidies and streamlined establishment of elderly care institutions, making elderly care services accessible at the touch of a button.

Additionally, focusing on six key industries—medical and health services, smart health technology, elderly care, senior education, sports, and pharmaceuticals—Ningxia is vigorously developing the health and elderly care industry, creating nearly 100,000 jobs. It has connected the health and tourism chain, collaborating with 27 provinces and regions, including Beijing, to promote interprovincial lifestyle-oriented elderly care, offering 22 high-quality tourism routes, making "seasonal migration" elderly care a reality for seniors.
