Hong Kong Government Reappoints Zhang Yunzheng as IA Chief Executive for Three-Year Term

The Hong Kong Special Administrative Region Government announced on August 14 that Zhang Yunzheng has been reappointed as the Chief Executive Officer of the Insurance Authority (IA) for a three-year term, effective from August 15, 2026, to August 14, 2029. This appointment was made by the Chief Executive under the Insurance Ordinance (Chapter 41).

The Secretary for Financial Services and the Treasury, Christopher Hui, welcomed the appointment, stating that Mr. Zhang has demonstrated exceptional performance in elevating Hong Kong's status as an international risk management center and strengthening the insurance regulatory framework. Under Mr. Zhang's leadership, the IA has made significant progress in advancing the risk-based capital regime, reviewing the system to support infrastructure investments in the Chinese mainland and Hong Kong, strengthening the insurance-linked securities market, and enhancing the competitiveness of Hong Kong's captive insurance business. I am confident that he will continue to lead the IA in strengthening prudential regulation, protecting policyholder interests, and collaborating closely with the industry to enhance Hong Kong's competitiveness while exploring new opportunities in the Chinese mainland and overseas markets.

Zhang Yunzheng was first appointed as the IA's Chief Executive Officer in August 2018. He currently serves as a member of the Executive Committee of the International Association of Insurance Supervisors and a member of the Asian Forum of Insurance Regulators. The IA is an independent insurance regulator established under the Ordinance in December 2015. It took over the regulation of insurance companies from the former Office of the Commissioner of Insurance in June 2017 and implemented direct regulation of insurance intermediaries in September 2019.
