Shijiazhuang's new-generation electronic information industry achieved operating revenue of 82.5 billion yuan in the first half of this year, a 15.4% increase year-on-year, underscoring the growing strength of the city's "true core, genuine intent, building an electronic information highland" brand. Behind these figures, the industry's push toward innovation and clustering continues to accelerate, with breakthroughs across the semiconductor lighting chain in Luquan, chip testing equipment in the high-tech zone, and semiconductor material equipment R&D and production projects in Zhengding.

Innovative enterprises are linking single-point breakthroughs into a full industrial chain upgrade, expanding a landscape defined by rapid scale growth, increasingly complete supply chains, and continuously improving quality and efficiency. The city's new-generation electronic information sector is advancing steadily toward high-quality development.

Chain-Led Growth Expands the Industrial Footprint

In Luquan District, a precise chain-filling strategy of "attracting what is missing" is unfolding, offering a replicable model for accelerating the cluster's expansion. At the Shijiazhuang Alliance Science and Technology Park, Jinghua Electronics serves as the "chain leader," with over ten enterprises linked together to form a semiconductor lighting chain spanning R&D, production, and from LED components to modules and complete systems. Meanwhile, at the Luquan Communication Technology Innovation Center, the arrival of Dingci Electronics has drawn upstream and downstream firms such as Junwei Electronics to follow, gradually forming a complete high-performance ceramic integrated circuit chain from front-end materials to end-use integration.

Since entering the park, many companies have seen business volumes rise, product shipment speeds improve, and customized product offerings expand. "High-density clustering of upstream and downstream players not only cuts production costs significantly but also drives joint R&D of new products, enabling whole-chain innovation," industry insiders commented. Through integrated chain innovation, clusters are taking shape. Luquan District now achieves localized supply of key materials and core components in ceramic packaging, communication RF, and high-end sensors, with an increasingly refined industrial chain.

The growing cluster effect reflects Shijiazhuang's systematic push to raise industrial concentration. In the first half of the year, the high-tech zone, Luquan District, Zhengding County, and the four central urban districts together hosted over 4,600 electronic information enterprises, up 414 from the end of last year, with combined revenue of 73.21 billion yuan, accounting for 89% of the city's total. Notably, Luquan Economic Development Zone was named a national-level green industrial park and included in Hebei Province's first batch of zero-carbon park pilot lists, while the high-tech zone was recognized as a provincial SME specialty cluster (energy electronics industry cluster) and is now applying for national-level status.

As the industrial ecosystem improves, the enterprise echelon continues to grow, and industry scale rises steadily. In H1, the city added 6 new above-scale enterprises, 6 new specialized and innovative SMEs, and 5 provincial-level tech-based SMEs, while recommending 101 companies for high-tech enterprise certification. At the same time, Dingci Electronics has been guided through listing preparation, with five companies including Yinong Technology, Yinhe Microwave, Kuntian New Energy, and Xiankong Jielian currently in the listing辅导 stage, strengthening the reserve of listed companies.

Inside Hebei Shenghao Guangdian Technology's chip testing workshop, a silent precision "operation" is underway. Shenghao Guangdian's breakthrough exemplifies Shijiazhuang's innovation-driven industrial leap. In H1, the city focused on high-end chips, artificial intelligence, and communications, accelerating 36 key technology research initiatives, including high-speed optical backbone network electronic ceramic packaging and AI-based multimodal network content security detection. It also guided 66 projects, such as key technology research for distributed intelligent agent industrial operating systems for industrial internet security and synthesis and purification of high-purity low-chlorine epoxy resin for chip packaging, in applications for municipal science and technology projects, continuously building innovation momentum.

Innovation platform development and talent cultivation are advancing in tandem. The city added 3 new municipal key laboratories and 10 municipal technology innovation centers, while certifying 2 innovation and entrepreneurship leading talents, further refining the support system. From key technology breakthroughs to platform construction, the fire of innovation is spreading. Yet Shijiazhuang's sights extend beyond the present: the city continues to advance its "AI+" initiative, guiding three generative large models, including HBIS Digital's "Wisai Steel Large Model," and 17 deep synthesis algorithms through national cyberspace administration filing. In the China (Hebei) Pilot Free Trade Zone Zhengding Area, Hebei Jingchi Semiconductor Material Equipment R&D and Production Project is in full swing, with construction expected to complete by the end of September and production conditions in place. Upon completion, the project will independently research, develop, and manufacture silicon carbide crystal growth and diamond crystal growth equipment along with related semiconductor material equipment. In Luquan Economic Development Zone, Bowei Company's gallium nitride microwave product precision manufacturing line project is advancing rapidly, with the first phase targeting completion and operation by year-end. This will strongly support the independent development of the domestic third-generation semiconductor industry, adding another cornerstone to "China Chips."

Across Shijiazhuang's industrial parks, many similar quality projects are underway. In H1, the city implemented 36 provincial and municipal key projects, including a new high-performance liquid crystal material production base and an optoelectronic device detection and dicing common technology R&D and intelligent verification platform, with total investment of 23.76 billion yuan. Actual investment reached 2.306 billion yuan, completing 65.6% of the annual plan.

Accelerated project implementation relies on sustained precision investment attraction. Shijiazhuang has drawn up an industrial investment roadmap, clarifying strategic development directions and key recruitment targets, turning planning blueprints into reality. On June 17, the city organized a Hebei provincial key industry chain matchmaking event focused on new-generation electronic information and robotics at the 2026 China Langfang International Economic and Trade Fair, attracting over 130 representatives from leading national enterprises, research institutes, and financial institutions. Meanwhile, targeted recruitment trips to Beijing, Shenzhen, and Tianjin are injecting sustained momentum into the industry's high-quality development.

According to reports, the city signed 57 new-generation electronic information industry projects each exceeding 50 million yuan in investment, with planned total investment surpassing 10 billion yuan. "Going forward, we will implement work lists, strengthen departmental coordination, secure factor guarantees, and coordinate industrial development," said an official from the Municipal Development and Reform Commission. At the same time, the city will build an industrial promotion system, establish an expert think tank, and guide leading enterprises to form industry technology alliances with universities. It will also push forward 113 projects, including the MEMS production line and gallium nitride microwave product precision manufacturing line, ensuring early completion, early production, and early results.
