The system automatically generates a carbon footprint report meeting international standards. From data entry to report completion, the entire process takes just three working days. Previously, companies had to hire third-party agencies, with accounting taking at least three months and costing 50% to 70% more. This is not an isolated case; many firms report similar benefits since the platform launched.
As Inner Mongolia's first digital public service platform covering the full "carbon calculation–certification–management–reduction" process, its launch marks a shift from fragmented, manual, and experience-based carbon management to an integrated, intelligent, and standardized model.
Blueprint for Precision Carbon Footprint
China's dual-carbon policies are moving from top-level design to full implementation. Carbon management is no longer a "green bonus" but a rigid requirement tied to orders, costs, and foreign trade. In July 2025, the Inner Mongolia Autonomous Region government systematically deployed tasks such as product carbon footprint labeling certification, standard implementation, data platform construction, metering assurance, and international mutual recognition, creating a "blueprint for action." On April 30, five regional departments jointly released the Inner Mongolia Product Carbon Footprint Labeling Certification Directory, including eight key local products: electrolytic aluminum and products, cashmere textiles, steel and products, ferroalloys, graphite products, dairy products, chemical raw materials and products, and photovoltaic products. The carbon footprint labeling certification entered a new phase. On June 8, the Service Platform, built by the Inner Mongolia Special Equipment Inspection Institute, went online. Backed by the credibility of industrial and information technology department internet information service filings, and based on the internationally recognized Greenhouse Gas Protocol (GHG Protocol), the platform systematically aligns with global carbon emission accounting standards. It enables comprehensive corporate carbon emission audits, moving from "rough estimates" to "precise per-ton" daily checks, reducing operational costs and supporting the compilation of green development reports.
Dual control of carbon emissions and green, low-carbon development rely on authentic, accurate, and traceable carbon data. The platform's core is digital public service, using open and shared digital infrastructure. It features a dedicated one-stop CBAM (EU Carbon Border Adjustment Mechanism) service window, covering the full cycle from policy interpretation to submission. Built-in carbon footprint calculation models for typical products like electrolytic aluminum, steel, and ferroalloys cover Inner Mongolia's most competitive and internationally prominent categories. Algorithms and underlying emission factor databases adopt domestic and international standards, significantly lowering the threshold and cost of corporate carbon management.
Carbon Ledger Unlocks Carbon Assets
"As a manufacturing company with over 40 years of history, holding A-class boiler manufacturing, installation, and pressure vessel design qualifications, we used the platform to complete the lifecycle carbon footprint accounting and certification of a 42MW circulating fluidized bed hot water boiler," said the head of a Chifeng boiler factory. The product's carbon footprint from raw material acquisition, production, and use to disposal and recycling is 196.89 kgCO2e/GJ. By quickly and cost-effectively completing carbon footprint verification and professional guidance on the platform, the company systematically reviewed energy consumption and emissions across all links, strengthening full-chain green management from design to operation, turning environmental advantages into competitiveness.
Carbon footprint accounting is the logical starting point of the entire carbon management system. While product carbon footprint is a "carbon ledger" for single products, greenhouse gas accounting represents the entire company's "carbon background." The platform integrates the latest national carbon emissions trading market dynamics, building an information-sharing bridge for carbon assets like corporate carbon emission allowances (CEA) and Chinese Certified Emission Reductions (CCER). Through the green and low-carbon platform, companies can directly access green credit, supply chain financing, and other financial tools, turning emission reduction results from report figures into pledgeable, tradable, and financeable carbon assets.
Good Technology Takes Root in Strong Companies
An environmental protection equipment manufacturer founded in 2022 produces a 91MW circulating fluidized bed hot water boiler with a thermal efficiency of 90.9%. Using an in-furnace desulfurization process, it offers strong fuel adaptability and near-zero combustible matter in ash. "The accounting process revealed issues in power consumption and desulfurizer use, pointing the way for future optimization," said a company representative. Through the platform, the product completed a full lifecycle carbon footprint calculation. This not only gave the company a clear picture of its own carbon emissions but also clarified energy, environmental, and economic accounts. The accounting also helped the company break the misconception that "environmental equipment does not mean green production," truly appreciating the market value of green labels.
An official from the Inner Mongolia Special Equipment Inspection Institute emphasized that carbon management must be "calculated clearly" and "put to use." The platform has developed an A+ energy-saving and carbon-reduction technology equipment database, gathering industry-leading technologies recommended by the Ministry of Industry and Information Technology, such as large-capacity industrial waste heat recovery centrifugal heat pumps, high-temperature solid bulk waste heat direct recovery, hydrogen-rich carbon cycle oxygen blast furnace low-carbon metallurgy, and heat-free and pressure-extended one-step forming energy-saving rolling. Companies can search for listed technologies or independently publish technology needs or supplies, effectively solving the "technology cannot find scenarios, scenarios cannot find technology" dilemma.
Focusing on key areas like carbon peak and neutrality, green manufacturing, energy and water conservation, carbon trading, CBAM, and carbon footprint accounting, the platform systematically builds a green and low-carbon policy database covering three levels: national ministries, the Inner Mongolia Autonomous Region, and related industries. It serves as a key carrier for improving Inner Mongolia's green low-carbon public service system and implementing carbon footprint policies. By removing service bottlenecks in industrial green transformation, it fosters a virtuous development model of policy guidance, digital empowerment, and corporate benefit, continuously driving Inner Mongolia's industrial sector toward green, low-carbon, and high-quality development.
